In 1647 the Massachusetts Bay Colony provided for compulsory elementary education. 4. All the other New England colonies followed shortly, with one exception. 5. Rhode Island was the colony that did not. 6. Connecticut and New Hampshire were among those that did follow, so neither is the exception. 7.
