Under Article 108 UN Charter, AMENDMENTS to the Charter require:

1. Article 108 UN Charter: 'Amendments to the present Charter shall come into force for all Members of the United Nations when they have been adopted by a vote of two thirds of the members of the General Assembly and ratified in accordance with their respective constitutional processes by two thirds of the Members of the United Nations, INCLUDING ALL THE PERMANENT MEMBERS of the Security Council.' 2. Hence each P5 has a VETO over amendments. 3. Successfully amended provisions include: Article 23 (UNSC composition, 1965), Article 27 (UNSC voting, 1965), Article 61 (ECOSOC, 1965 and 1973). 4. Article 109 deals with a 'GENERAL CONFERENCE' of Member States to review the Charter — has never been called. 5.
