In a capacitor circuit, when a dielectric is inserted while voltage is HELD CONSTANT by battery, the CHARGE on capacitor:

With battery connected (V constant), inserting dielectric increases C, hence Q = CV increases (Q grows). Extra charge flows from battery to capacitor. If battery is disconnected first, C increases but Q stays same → V drops.
