Answer: B. RAJYA SABHA HAS EQUAL POWERS WITH LOK SABHA IN AMENDING THE CONSTITUTION. The Rajya Sabha (Council of States) and Lok Sabha (House of the People) have DIFFERENTIATED POWERS under the Constitution. In some matters they are equal; in others (notably money matters and confidence) the Lok Sabha is supreme. POWERS EQUAL TO LOK SABHA include: - CONSTITUTIONAL AMENDMENTS (Article 368): both Houses must pass an amendment by a special majority — a majority of the total membership of each House AND two-thirds of those present and voting. Either House can defeat an amendment. No joint sitting is provided for constitutional amendments — both houses must independently pass it. - ORDINARY LEGISLATION (non-money bills) — both houses must pass; deadlock resolved by joint sitting under Article 108. - IMPEACHMENT OF THE PRESIDENT (Articles 56, 61). - REMOVAL OF JUDGES of Supreme Court / High Courts (Articles 124(4), 217). - REMOVAL of CAG, CEC, etc. - ELECTION OF PRESIDENT AND VICE-PRESIDENT. - APPROVAL OF EMERGENCY PROCLAMATIONS. Why other options are WRONG: (A) CREATING NEW ALL-INDIA SERVICES — under ARTICLE 312, ONLY THE RAJYA SABHA (not Lok Sabha) can recommend (by 2/3 of present-and-voting majority) the creation of a new All-India Service. Lok Sabha cannot initiate this. So Rajya Sabha has a SPECIAL POWER here, not equal power. (C) REMOVAL OF THE GOVERNMENT — vote of no-confidence can be moved ONLY in the LOK SABHA (Article 75(3) — Council of Ministers is collectively responsible to Lok Sabha). Rajya Sabha CANNOT vote out the government. (D) CUT MOTIONS — moved during the demand for grants on the budget; only LOK SABHA passes cut motions.
