Answer: B. Only Statement 3 is correct. The Ayushman Bharat Digital Mission (ABDM) launched in September 2021 aims to develop a digital health ecosystem creating Health IDs for citizens. Statement 1 is WRONG. ADBM is a VOLUNTARY system, NOT mandatory. Hospitals (private and public) are encouraged but not legally compelled to adopt the system. Citizens too join voluntarily by generating their Ayushman Bharat Health Account (ABHA) numbers. Statement 2 is WRONG. Universal participation by every citizen is NOT a stated objective. ABDM is consent-based and voluntary; citizens choose to create ABHA accounts. Plus ABDM is a digital health infrastructure mission, separate from universal health coverage (which is the broader Ayushman Bharat PM-JAY scheme). Statement 3 is CORRECT. Health records linked to ABHA accounts have SEAMLESS PORTABILITY across the country.
