Specifically the ATTORNEY GENERAL OF INDIA (Article 88) has the right to speak and participate in proceedings of either House without voting. Ministers (members of Council of Ministers) participate as members of the House. The COMPTROLLER AND AUDITOR GENERAL of India is associated through reports. The 'only officers' claim is wrong; the Solicitor General does NOT have such a constitutional right.
Statement 2 is WRONG. The Constitution does NOT state that the AG resigns when the appointing government resigns. The AG (Article 76) holds office during the PLEASURE OF THE PRESIDENT and can be removed at any time by the President.
