Answer: B. Only the motion of NO-CONFIDENCE is the exclusive power of Lok Sabha.
(1) Ratification of Emergency: NOT exclusive. Under Article 352, both Houses must approve the proclamation of National Emergency by special majority within one month. President's Rule (Article 356) and Financial Emergency (Article 360) similarly require both Houses. So this is NOT exclusive to Lok Sabha.
(2) No-confidence motion: EXCLUSIVE to Lok Sabha. The Council of Ministers is collectively responsible to the LOK SABHA (Article 75(3)). Only the Lok Sabha can pass a motion of no-confidence; the Rajya Sabha cannot. This reflects the Westminster-style accountability of executive to lower house.
(3) Impeachment of President: NOT exclusive. Under Article 61, EITHER HOUSE can initiate the impeachment process, and BOTH HOUSES must pass the resolution by special majority (two-thirds of total membership) for the President to be removed. So impeachment is a JOINT power, not exclusive.
So only the no-confidence motion (statement 2) is exclusive to the Lok Sabha.
