Answer: D. NONE of the three statements about the Global Compact for Migration is correct. The Global Compact for Safe, Orderly and Regular Migration (GCM) was adopted at Marrakech in December 2018 under UN auspices. Statement 1 is WRONG. NOT ALL UN countries adopted the GCM. The USA withdrew during the drafting process under the Trump administration. Hungary, Austria, Czech Republic, Israel, Poland, Slovakia and others also did not endorse. 152 countries voted in favour but the claim that 'all UN countries' adopted it is false. Statement 2 is WRONG. The GCM is a NON-BINDING cooperative framework. Article 7 of the GCM explicitly states it is non-binding and respects state sovereignty over migration policy. It provides a framework of objectives but does not impose legal obligations. Statement 3 is WRONG. The GCM specifically addresses INTERNATIONAL MIGRATION (cross-border movement). Internal displacement and IDPs are covered by other frameworks (Guiding Principles on Internal Displacement, IOM operational mandates). The GCM does NOT cover internal migration.
