Hungary, Austria, Czech Republic, Israel, Poland, Slovakia and others also did not endorse. 152 countries voted in favour but the claim that 'all UN countries' adopted it is false. Statement 2 is WRONG. The GCM is a NON-BINDING cooperative framework. Article 7 of the GCM explicitly states it is non-binding and respects state sovereignty over migration policy. It provides a framework of objectives but does not impose legal obligations. Statement 3 is WRONG. The GCM specifically addresses INTERNATIONAL MIGRATION (cross-border movement).
