India's public health system has historically focused on CURATIVE care (treating sick patients in clinics/hospitals) with relatively limited investment in PREVENTIVE (vaccination, screening), PROMOTIVE (health education, nutrition) and REHABILITATIVE (post-treatment recovery) services. Recent initiatives like Ayushman Bharat Health and Wellness Centres are trying to rebalance. Statement-II is CORRECT. Public Health is a STATE SUBJECT (Entry 6, List II, Seventh Schedule). The Centre supports through schemes (NHM) and policy, but states are primarily responsible for organising health services, hospitals, dispensaries and medical personnel.
