Statement-I is CORRECT. India's public health system has historically focused on CURATIVE care (treating sick patients in clinics/hospitals) with relatively limited investment in PREVENTIVE (vaccination, screening), PROMOTIVE (health education, nutrition) and REHABILITATIVE (post-treatment recovery) services. Recent initiatives like Ayushman Bharat Health and Wellness Centres are trying to rebalance.
Statement-II is CORRECT. Public Health is a STATE SUBJECT (Entry 6, List II, Seventh Schedule). The Centre supports through schemes (NHM) and policy, but states are primarily responsible for organising health services, hospitals, dispensaries and medical personnel.
However, Statement-II is NOT the CAUSE of the curative-bias in Statement-I.
