With reference to the Indian Parliament, consider the following statements: 1. A bill pending in the Lok Sabha lapses on its dissolution. 2. Answer: B. Statements 1 and 2 are correct; Statement 3 is wrong. Statement 1 is CORRECT. A bill PENDING IN THE LOK SABHA lapses on its dissolution. This is a well-established constitutional convention (and codified in parliamentary rules). Statement 2 is CORRECT. A bill PASSED BY LOK SABHA but PENDING IN RAJYA SABHA also lapses on dissolution of the Lok Sabha. This is because the bill has not received approval from both houses; with Lok Sabha gone, the legislative process fails. Statement 3 is WRONG. A bill in respect of which the President has notified intention to summon a JOINT SITTING does NOT lapse on dissolution of the Lok Sabha. The joint sitting can proceed under Article 108 even after dissolution. This is a key exception to the general lapsing rule. Other non-lapsing categories: bills pending in Rajya Sabha that have not yet been passed by Lok Sabha, and bills already passed by both houses awaiting presidential assent.
