The Ethics Committee began as an AD-HOC Committee in 2000 (constituted by Lok Sabha Speaker G.M.C. Balayogi). It was made a permanent standing committee subsequently. Statement 2 is WRONG. Complaints to the Ethics Committee can be made by ANY PERSON (citizens, civil society, MPs themselves), not only by Lok Sabha members. Complaints must be in writing and supported by relevant documents. Statement 3 is CORRECT. The Committee CANNOT take up matters which are sub-judice (under consideration of a court).
