  4. Dr. Sachchidananda Sinha
Show answer and solution

Correct answer: D. Dr. Sachchidananda Sinha

Answer: D. Dr. Sachchidananda Sinha served as Provisional President of the Constituent Assembly. On December 9, 1946 (the first session of the Constituent Assembly), Dr. Sachchidananda Sinha was elected Provisional President. He was the oldest member present and presided per French parliamentary convention. He was a senior lawyer from Bihar with extensive legislative experience. How many Delimitation Commissions have been constituted by the Government of India till December 2023?

  1. One
  2. Two
  3. Three
  4. Four
Show answer and solution

Correct answer: D. Four

Answer: D. Four Delimitation Commissions have been constituted in India till December 2023. Delimitation Commissions are quasi-judicial bodies set up to redraw the boundaries of Lok Sabha and Legislative Assembly constituencies based on census data. The four commissions to date: (1) 1952 — first commission under the Delimitation Commission Act 1952. (2) 1962 — second commission after 1961 Census. (3) 1972 — third commission after 1971 Census. (4) 2002 — fourth commission under the Delimitation Act 2002, work completed in 2008. A fifth commission was constituted in 2020 specifically for the UT of Jammu and Kashmir and Northeast states (Assam, Arunachal Pradesh, Manipur, Nagaland), but this is a regional limited-scope commission rather than a national one. The standard count cited in official sources up to December 2023 remains four. Source: syllabus Indian Constitution at Work Ch 3 (Election and Representation) / Election Commission of India.

Under which of the following Articles of the Constitution of India, has the Supreme Court of India placed the Right to Privacy?

  1. Article 15
  2. Article 16
  3. Article 19
  4. Article 21
Show answer and solution

Correct answer: D. Article 21

Answer: D. The Supreme Court placed the Right to Privacy under ARTICLE 21 of the Constitution. In the landmark K.S. Puttaswamy vs Union of India (2017) judgment, a 9-judge bench of the Supreme Court unanimously held that the Right to Privacy is a fundamental right protected as an INTRINSIC part of Article 21 (right to life and personal liberty) and as a component of the freedoms guaranteed by Part III of the Constitution. The judgment overruled earlier views (M.P. Sharma 1954, Kharak Singh 1962) that had denied privacy as a fundamental right. Privacy was held to flow primarily from the dignity, autonomy and personal liberty protected by Article 21. Distractors: (A) Article 15 is non-discrimination (B) Article 16 is equality in public employment (C) Article 19 is freedoms of speech/movement etc but not the primary anchor for privacy.
