Under the plan Johnson carried through in 1865, which step returned a state to the Union?

AIts governor swore an oath before the Congress
BIts voters elected two Senators to Washington
CIts courts repaid the whole of the war debt
DIts legislature ratified the Thirteenth Amendment
Answer & Solution
Correct answer: D. Its legislature ratified the Thirteenth Amendment
1. Johnson carried on the reconstruction programme Lincoln had begun, with minor changes. 2. He appointed a governor for each seceded state and restored political rights by pardon. 3. Conventions then repealed the ordinances of secession and repudiated the war debt. 4. Each state elected a governor and a legislature under a new constitution. 5. When that legislature ratified the Thirteenth Amendment, the new government was recognized. 6. At that point the state was counted back in the Union again. 7. The war debt was repudiated rather than repaid, so paying it off was never the step. 8. Electing Senators did not finish the business, since Congress went on refusing to seat them. _Source: An Outline of American History (U.S. Information Agency, 1990, public domain), section OPPOSING VIEWS ON RECONSTRUCTION_
