Under Article 108, a joint sitting of the two Houses may be summoned by the President in certain circumstances. Which of the following is a constitutionally enumerated trigger for a joint sitting?
Answer & Solution
Correct answer: D.
1. Article 108 sets out three express triggers for a joint sitting: (a) **rejection of the Bill by the other House**, (b) **final disagreement between the Houses on the amendments to be made**, and (c) **lapse of more than six months from receipt by the other House without the Bill being passed**.
2. On any of these grounds, the President may summon both Houses to meet in a joint sitting, unless the Bill has lapsed by reason of dissolution of the Lok Sabha.
3. A Bill thus deliberated in joint sitting is deemed passed by both Houses if agreed to by a majority of the **total number of members of both Houses present and voting**.
4. There is **no provision of joint sittings on a Money Bill or a Constitution Amendment Bill** — important exception to remember.
